Today I tried a bunch of apps which are supposed to provide wifi or bluetooth video streaming and camera remote control. This is the only app that worked as described as of today.

I tested an iPhone 4s and an iPad both with iOS 8.1 and an iPhone 5 with iOS 7.0. They all worked. Sometimes the bluetooth connection may not be stable. after trying it several times I finally get it worked! I was planning to develop such a app when I would have time. But now there is one that works and it only cost one buck. I would recommend pay that buck and go for the Pro version!
